Of course they did. Ever since the government allowed Boeing to (successfully) contest the next generation tanker award to Airbus there's been a huge incentive for companies to drag out these proceedings in hopes of getting at least a piece of the pie.

Glock will no doubt be abetted in this extortion by the Georgia congressional delegation.
