The HK USC carbine is a civilian version of the UMP. I guess you can compare them in the same way HK marketed the HK 94 to civilians and the MP5 to law enforcement. The USC/UMP are based on the new HK theme of using reinforced carbon-fiber. Another rifle available to the public of similar construction is their SL8-1 in .223.
The downside with the USC is the rather large size and low magazine capacity. The barrel is 16 inches, the stock is fixed, and the overall length is 35 inches long. The magazine capacity is only 10 rounds. The UMP is the full-featured version (LE/military only) with a 7.8 inch barrel, folding stock (like an AR-180), and an overall length of 17.7 inches (stock folded) or 27 inches (stock locked open). It comes in 9mm, .40 S&W and .45 ACP. It also comes in either two round burst/semi or full auto/semi.
What would be competition to the USC? Not much. There are AR-15 conversions that have been done in the past using UZI mags. There is also the Ruger Camp Carbine. If the magazine capacity was greater than ten rounds the USC would be pretty decent to own.
