IMHO, I think this is a proactive step. I have to rub my eyes in disbelief, because I am seeing the goverment do something that makes sense.
I think it was counterproductive to have Border Patrol Agents, INS Inspectors, and Customs Inspectors working the same border crossing areas and work under different command structures, and two different federal departments. Those agencies work together so much they deserve to be under one roof and answer to the same secretary. To make things even more difficult both INS and Customs have separate communication centers in their duty station areas. I am sure we will see a little streamlining in the near future.
