Earlier this year, it became possible in Alabama to purchase a handgun WITHOUT a NICS check IF you had a valid concealed carry permit issued on or after August 8th, 2013.

Now I haven't had a State CCW for a few years. I carried based on my LEO credentials. I don't really travel much, and it just hasn't ever been an issue.

When I bought my newest toy, I got a surprise.

When I was run through NICS, I was DELAYED. Now I have NEVER, and I mean NEVER, been delayed before. I found out that the NICS system has changed from a phone-in with a real live human being on the other end, to a web based computer system. I was delayed for about 35 minutes, then the OK popped up.

Sooo, needless to say, I am getting my CCW today (first day back at work). It is well worth the $20, is something I should have done a long time ago anyway, and damned if I am not getting more prone to conspiracy theories the older I get. mg:

Here in Oregon we still have to get a NICs check even with a CCW. I have permits from two states, and a C&R FFL and I have been delayed two or three times. Go figure.

Not all states act as POC for the NICS. It all depends how stringent the state does a background check before issuing a CHL. If you'd like to see which states are golden, check this AFT NICS chart:

I KNEW getting my CCW a few years ago was the right thing to do.

I found out that the NICS system has changed from a phone-in with a real live human being on the other end, to a web based computer system.

Pretty soon this world is all going to be run by computers.
I hope they do a better job than human beings .... but since they will no doubt be programmed by humans, I am not thinking this will turn out well.

I guess the Feds thought that going site to site would be cheaper if not more efficient. The guys at my favorite LGS say they are getting many more delays than with the old human-involved one.

Anyway, I thank our State Attorney General for getting the process started with BATFE and successfully meeting all of their bullsh...uhhh...requirements. I was a little skeptical at first, but now I am sold on the whole idea.

Found this article which may explain some if not all of the delays that people have encountered when going through the NICS to buy a weapon.

The FBI has released their October report from the National Instant Background Check System (NICS).

A total of 2,333,539 gun-related background checks were processed last month, setting an all-time record for the month of October and a sharp increase from 1.9 million checks performed in September.

"These statistics represent the number of firearm background checks initiated through the NICS," the FBI said. "They do not represent the number of firearms sold. Based on varying state laws and purchase scenarios, a one-to-one correlation cannot be made between a firearm background check and a firearm sale."

The dramatic rise in overall background checks is a continuing trend. A total of 1.1 million background checks performed during October 2008, and to over 1.6 million background checks in October of 2012.

When I moved from CA to Arkansas, every last gun transaction I had was delayed, but never more than 15 minutes. For a few years I didn't realize that my CCW made it so I could skip that part, and after that I never had the issue again.

Then I moved to NV and I figured that would start all over again, but I'm delighted to report it hasn't. Of course you never get to find out the reason for the delay. I just figured if you had ever lived in CA you're flagged a the "unwashed" or sullied.

I periodically got delayed. The one time I was picking up my old service pistol at the dealer that handled our changeover. When it finally came through, the clerk had a sense of humor and said: "They found that warrant in Miami..........". People stared at me and then started edging away. They edged faster after I replied, to the effect that the bust was a humbug and under a different name anyway.

Terry, you must be getting close to retirement. For some time I went through the HR 218 class annually and it might be worthwhile for you but now that I'm not traveling very much I let it expire. My state CCW works most places I go now anyhow.

LEOs as a group tend to get delayed more than any other single group.
My theory has always been that the various checks that get run on you as part of the hiring process come up as a flag, and it takes them a while to figure out why.
The computer NICS check is not automatic here.; it's an option the FFL can use The other FFL in town loves to use them, says they're quicker than the phone-in. I still call all of my checks in.

In Florida the NICS check is a requirement. I believe ShootersJax and Academy, the last purchases of firearms, called in. My CCW just eliminated the 3 (for which legally read 5) day waiting period.

Who notes getting his CCW renewed at a Regional Office was amazingly fast and efficient, but Florida Civil Servants are known for their respect of employers, professionalism and politeness.
