Sorry I'm late seeing this.
It appears to be a cleaning rod jag for some other weapon, not for the M1 or M14.
Note that the threads are too large for the cleaning rod.

Your kit includes the M10 Cleaning rod handle/Tool used to service the M1 Garand Rifle, a bore brush, the three sections of the rod, the correct rod patch holder, and the canvas envelop for the tool.

Best guess: The odd cleaning rod jag somehow found it's way into the kit...it doesn't belong with it.

I found out it is a hard to find USMC kit. I auctioned it on ebay and got $97.57 for it - Vintage M1 Garand Cleaning Rod Kit USMC Marines Corps Contract San Diego | eBay
