A Mexican drinks his Tecate and suddenly throws his glass in the air, pulls out a pistole and shoots the glass to pieces. He says "In
Mexico our glasses are so cheap that we don't need to drink from the same one twice."
An Iraqi obviously impressed by this, drinks his camelshit beer,
throws his glass into the air, pulls out his AK 47 and shoots the
glass to pieces. He says "In Iraq we have so much sand to make the glasses that we don't need to drink out of the same glass twice either."
A US Marine, cool as a cucumber, picks up his Miller Lite and drinks
it, throws his glass into the air, pulls out his M-9 Berretta and shoots
the Mexican and the Iraqi. He says "In America we have so many Mexicans and Arabs that we don't need to drink with the same ones twice."

My understanding is that SIG actually won the competition, but declined to build a facility in the U.S. By statute, any weapon used by the American military must be built in the U.S.A. Beretta (runner-up) built the plant and got the contract. Someone please correct me if I'm disinformed or unilluminated.

As I recall things, SIG and Beretta both passed the joint service tests. However, Beretta came in with a lower price when the full package (spare parts, support, etc.) was factored in.
Then there's the story that Italy threatened to close US military bases there if Beretta didn't get the contract. I don't know if that is true, but some still tell that story today.
As for SIG, well, the services did later adopt the P228 as the M11.

I may be naive but it seems to me that it would likely have been a concession for something we wanted from Italy rather than giving in to a demand for something they wanted.
