If I were them, I would make an LCR type revolver with a shortened frame to match the new cartridge length in 9mm +P and .40 cal. +P. 6 shots for the 9mm and 5 for the .40, with moon clips. Very concealable and a great backup piece that could fire a Department's standard 9mm or .40 load.

I thought that if I was running Colt I would make such a piece and call it the Black Mamba. Have a longer frame version in .38 Spl. too, but emphasize the 9mm and .40 versions as guns police could use for backup and off duty carry.
