It's not classified by ATF as a pistol...it just isn't classified as a shotgun. In their opinion (readily available online) ATF states that the NFA of 1934 defines a shotgun as a shoulder-fired weapon. Since the Shockwave has never had a shoulder stock, it isn't considered a shotgun, and therefore isn't required to have a barrel at least 18" long. The only constraint is that it has to be longer than 26" overall, and it comes out of the box at 26.25".

To All,

The FOOLISHNESS of BATFE about the SHOCKWAVE makes the rules about short-barreled shotguns & "weapons made from a rifle": LOOK TRULY STUPID.

I say, REPEAL the NFA & replace it with ZILCH. - It's a WASTE of TIME, MONEY, LEOs effort & it accomplishes NOTHING of importance.
(IF/WHEN the NFA is repealed, I'll start re-manufacturing/merchandising the old Ithaca Auto-Burglar Gun in 20 gauge with 10" barrels.)

yours sw

Back when I was a kid you could buy a double barreled .410 pistol or walking canes with either a pistol barrel or .410 for snakes.
